I can't really answer the "why", you'll have to ask the designer. BUT...
If we're talking strictly game mechanics, I like to think of the silverling as getting "half an action" back. 2 silverlings get you a black tile from the center (effectively an extra action). My focus is almost always tiles first (although there are times when certain knowledge tiles dictate a better strategy), then selling goods, then taking workers. Conceptually I treat it like this:
Take/play tile: Full action
Sell goods: Half action
Take workers: Pass
