I've seen one game played this way. It took about twice as long as usual. It was a 4 player game; i think the effect is much less extreme with 2 players.

Assume the first player wants to take two tiles. With the regular rules, he just takes them both. With the change, he would have to think about which one is more important to him, and look around to check the boards of the other 3 players, and estimate the likelyhood of them wanting to take one of these two tiles. In addition, he needs to think about plan B: If he takes tile 1, and tile 2 gets taken by another user, what will he do instead? Does he have more options of he opts to takes tile 2, and tile 1 gets taken?
