I agree. I think it perhaps needs a fifth round. I'd also say wipe out all of the tiles after each round, and replace them all. The last thing I would do is probably make sure some of the tiles have more individuality. Like each of the 8 buildings will do something different, each of the yellow tiles will have a different function, etc.
You make a few changes like these, I think you have yourself a game!
