I treat Castles of Burgundy as precisely a 4-player game for this reason. I know others disagree and disagree vehemently.


Our local solution to this (which is an actual issue with the 2- and 3-player games, particularly if you're not a fan of chaos) is to reveal the "unused" tiles as the game goes along. So the first round, we reveal the tiles that did not go on the depots, and the 2 or 4 black tiles that didn't go out, and set them to the side.

These are then public knowledge, and ameliorate the planning isue. We repeat for each additional round. We also keep the unacquired tiles visible, as this isn't a memory game.

You could reveal all of the unused tiles at the start of the game, but that messes with the incremental nature of knowledge about the game state a bit too much for us.
