There are 37 tile spaces to fill. You have five phases with five rounds and two dice every turn. It takes two dice to pick and play a tile to the board normally. So it shouldn't be too hard to place at least 25 tiles. That means you'd need to play 12 extra, which means another 24 actions (pick and play). If you are able to get a mine engine running you'll be able to buy at least three or four black tiles, maybe more. And chaining building effects is going to get you some free picks and places.
I'm not convinced it is impossible. If the tiles and dice came out just right, it might be doable.

Set up the game and instead of rolling dice assume the perfect roll each turn. Also, assume opponents do not grab any tiles you need. Shouldnt be difficult to test.
