Yeah, you follow the track order using the stack order as you go. This is easy to miss reading the rules and keep remembering when playing. This is the only game I have of this guy but I read that this is a common feature in other of his games so those owners got it right on the first reading. That and it is better explained in those games?Waiting on Bora Bora game release of the next game of this ilk, maybe I will get it right first reading on that one. :)
