I know, which is why I said blocking the point leader is not a good idea - and I agree with you that it's more about blocking the person with the best position. The problem is that even that blocking can be quite difficult to execute outside of a 2-player - in 2p you know what you do will take effect. In 3 or 4p if you're the person immediately before the person you're blocking, then yes it will work, but if it means you are sacrificing your own position for the block, then it may not be a good idea for you to do it because the other players are freeriding on your move. Obviously if it's the last actions of a round then it's more effective, but usually by then the important tiles have been snapped up anyway.
