This is the same hilarious result I just calculated. One silver short! AUGH! :D

In case anyone doubts it:
- 50 dice actions
- 36 spots to fill = 72 actions required, or 22 free actions required

Free actions available from the following: Buildings (12), Castles (3), Silverlings. 15 free actions from buildings & castles leaves 7 required from silverling purchases. 1 action per two silverlings = 14 silverlings required. Starting the game with 1 silverling, you would need 13 more without spending extra actions. Taking the first 2 mines and buying one from the center in phase 1 (which itself requires some crafty choices) would get you +3 silverlings at the end of each phase. 1+3+3+3+3 = 13 silverlings useful for purchasing. 1 short. No other action can be used to improve this overall situation (e.g. selling goods takes an action and can only net you 2 silverlings = 1 action, for net 0 actions. etc.)

This also assumes you either took either the special tile letting you ignore building restrictions, or the special tile increasing your silverling gain to 2 per sale. At least one of those would be required just to get all 12 free actions from buildings.
