I think I am the only one who feels this way, but Macao is luck-ridden more than any of the others, and not because of the dice. The cards in Macao are what create the game, the board is pretty much rarely needed except to use on what you gain by using the cards and cubes. But, the luck of what comes out in those cards can make or break a winning strategy. One must adapt to what comes out in the cards, which is a very random mix. In Brugges I don't mind it since the cards are all useful for something. In Macao, you can be stuck with a dead card and lose points if you can't get it played. Of course, ymmv; many others love that about Macao.
Cards are useful, but you always have a choice. Plus most of the less useful cards are easier to complete.
Not sure how you say the board is rarely needed. Shipping your stuff gets you loads of points, and getting the goods to ship and bulding up the networks in the city quarters is important - not to mention the wall which you can use to get more useful cards in the first place.
