Additionally with 4 players you use all tiles. So you know a specific tile will come out eventually and can form your strategy to it. In games like this I like a bit of randomness with that - though it is still a good game with 4 players.

For me 3 is actually the sweet spot, but that is probably just due to better talk around the table with 3 players than with just 2.
