I like all your ideas so far except for maybe the Casino. I don't know it just doesn't sound quite right to me.Also for the tiles you are wanting to have a cost to...should the cost be take the tile off the board or rather when you build the tile onto your board. I think the latter that way you can take the tile when you don't have money in hopes to get the money later. This is a hindrance to you though because it's taking up a valuable place in your stored tiles until you do get around to having the money and the right die to place it.
