The designer often has additional stuff that he wants to add to his game, but the final say is the publisher's, in this case Stefan Brück (alea).Since the rules demands new player boards, they were probably dumped in favor more versability for ordinary gamers (ie. more regular boards) - and it also leaves something to add for the next alea Treasure Chest for the 15th anniversary?
