Don't feel bad. The rules lend to an easy misread of this, by not pointing out that reading the first player chart right to left is not intuitive for English speakers. The rule should have been in bold or with some kind of warning. My group made the exact same mistake, and played the game incorrectly for a couple of times. I came on BGG to read about strategy and discovered our mistake here, just like you did.
