I'm with Josh here--I think playing with buying from the black depot at anytime (even during an additional action granted by placing a tile) encourages creative play. So, unless there's a compelling argument for not playing this way--i.e. other than merely "that's the original intent of the rules/designer"--I'll continue to do so.

Can anyone think of problems that the "buying anytime" variant introduces? There's a possibility that it makes silver more powerful, and so it might overpower boards/strategies that lean heavily on mines and/or goods selling. But my guess is that any strengthening of silver here is going to be very slight, if not negligible...
