It keeps moving to the right and due to the limit of ship hexes on the maps, you'll never bump into the wall. There are just the right amount of spaces.

Yeah, that one is poorly worded. It's attempting to point out that the ships, mines, and castles are always the same so you could theoretically save time and just leave them in place on the outer regions but in practice it doesn't really save much time as you now need to more selectively remove things which is slower then a quick remove.
It's much easier to ignore this tip and just remove all hexes and then replace them. Nice and simple.
Note: you do keep the goods on the board though (that's the sqare ones).
